How do Fleets Comply
CARB requires emissions testing and data submission most diesel and alternative fuel heavy-duty vehicles operating in the state. Typically, vehicles over 14,000 lbs GVWR, model year 2013 and newer This applies to on and off road vehicles registered in or out of the state. Fleet size does not exempt fleets from compliance.
In-scope vehicles must be tested using CARB-Certified equipment and results electronically submitted by CARB-Certified personnel. Depending on vehicle year and engine type, testing consists of OBD testing, visual inspections, opacity testing, or a combination of these methods.
Currently (2025-2027), for most OBD equipped vehicles, testing is required two times (2x) per year. In October 2027, the frequency increases to four times (4x) per year per the CARB regulation.
CARB enforcement has been tightening throughout the state. Failure to comply with CARB regulations increases the risk of DMV registration holds, fines, enforcement actions, downtime, and ultimately lost revenue.
CARB compliance is tracked electronically. While penalties may not be immediately visible, they are actionable. Also be aware that DMV notices do not replace required CARB testing frequencies. CARB frequencies still apply.
